What is the job of a City Manager?
The City Manager’s Office is responsible for overseeing the city's daily operations, implementing City Council policies, and providing vision and leadership. This office, along with the City of Dublin, strives for excellence in all its endeavors, regardless of their scale, to provide citizens and customers with services and information that exceed expectations.
In its pursuit of these goals, the City Manager’s Office directs, supervises, and reviews departmental operations; prepares the annual operating and capital improvement budgets; proactively addresses citizen concerns; executes policies and directives; and ensures that the city’s affairs are managed effectively and responsibly, all for the benefit of our community.

Josh Powell is a longtime resident of Laurens County. He graduated with a Business Finance Degree from Georgia Southern University. He obtained his juris doctorate from John Marshall Law School in Atlanta and has since worked in private practice and as an assistant district attorney for the Oconee Judicial Circuit. Josh later served as City Attorney for Dublin until December 2021 when he was appointed as acting city manager. He has served in that capacity until his official appointment as permanent city manager on August 4, 2022. Josh and his wife, Lisa, live in Dublin and have five children.
